SUMMARY

The U.S. Army Corps of Engineers (COE), Wilmington District, Regulatory Division, has been reviewing a request for Department of the Army authorization, pursuant to Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act of 1899, from the Town of Nags Head to dredge up to 4.6 million cubic yards of beachquality sediment from an offshore borrow source, and deposit the material along approximately 10 miles of ocean shoreline in the Town of Nags Head.

The applicant proposes to utilize a self-contained hopper dredge during a proposed construction window from April through September to undertake the dredging operations and discharge the sand on the beach via submerged pipeline. The applicant’s proposed borrow areas include sites identified as having beach quality material in the U.S. Army Corps of Engineers, Wilmington District’s EIS, entitled Final Feasibility Report and Environmental: dated September 2000 (USACE 2000).

Beautiful Side Off at Billy Mitchell (Ramp 49)!

Yesterday, the NE continued providing the famed "NE Wrap" of swell around Cape Point to allow surf to fill in on the south facing beaches of the OBXBilly Mitchell Airfield (Ramp 49) has some excellent outside sandbars right now, and the setup yesterday provides for some literally beautiful waveasailing conditions.  Perfect water, waves, wind all added up to a stellar session for those who caught it..., bummed, I missed it!
Good news is that there will be a repeat today, and I will be down there!!  FUN times here on the OBX right now, and you should be here!!

Day Three, Saturday Wavesailing Action!

Day Three of the NNE spree took us to the south side as far as the south end of Ocracoke Island!  The swell was considerably smaller than Friday's south side wrap, but there remained some fun set waves and perfect side-off wind direction on the south side of Ocracoke.  Ralph and I caught it down there while the tide was coming in with some fun wave rides and jumps/loops in solid sub-5.0m wind!  Though interestingly, the wave zone was quite disconnected on the south side compared to the north, even though winds remained side-off.  Perhaps there is a point a little further north on Ocracoke island where a "magic spot" exists where the island turn occurs to foster true side-off while maintaining the clean long lines found on the north side where the wind is more offshore.  Next time will check from the Ocracoke Airport and points north.
Upon return to Hatteras Island, I received a call from Keith nothing fun conditions at Old Lighthouse beach.  I stopped by there to find all the "off work" guys including Andy from Wind-NC and a number of the Real Kite Crew on the water.  Surf was considerably smaller than big Thursday, but there remained fun overhead set waves and solid 5.0m wind.  Sailed the second session to near sunset and caught some fun wave rides!

All in all, another excellent day of wavesailing in Hatteras!

Now that the spell of NE winds have subsided on the OBX, we begin to look at the upcoming SW opportunities and wavesailing potential for the east facing beaches. However, one dark stain on opportunity to enjoy the best breaks on the islands is the current state of access ramp closures along the east facing beaches. Basically every ramp is closed except for Ramp 30.

Just imagine your favorite outdoor place..maybe it is a mountain, a stream, a river, a lake, a beach, or a trail. Maybe its a place where your mom or dad introduced you to when your were a kid. A place that you have brought your own children to enjoy or plan on it. A place preserved by our great National Park System. Even as a young kid I realized the greatness and importance of setting aside special recreational places for the enjoyment of all. I was comforted knowing that this place is always going to be like this. “Isn't it great that no one is going to build a condo complex or a go kart track here destroying the landscape and cutting off access.” Back then I was proud that there were organizations like the serria club and the audobon out there defending our lands keeping anything “bad” in check, an advocate for the enviroment. How shocking now to realize that these very groups are the ones exploiting the environment for monetary gain, not some greedy developer! Your Federal Parks are now being closed little by little. Using "Ecological misinformation" to flat out propaganda and lies. The NPS, Sierra Club, and the Audobon Society are systematically shutting down access to your public Federal Parks all over the USA. Week by week they are using your donations to fatten their bank accounts, land grab, hire lawyers, and gain political power. The closing of a Federal Park should be a crime along with the fabrication of photos and so called scientific data they use to do it! --- Our Parks are getting smaller and smaller due to privatized interests and ecological lobbying scams. Its so sad that these once noble organizations have lost their way. Now they are being run by people that are praying on the care and concern of the American people, to make easy money. These folks have found out, that it is a lot easier to sit in your pajamas and type up lies on your computer and generate MILLIONS in donations than to actually go out and make a difference by solving the tough problems, "heck trying to stop someone from killing a whale is dangerous, you might get shot at!! Why bother?" Sarcasm aside...don't think for a moment that this is limited to a few areas. They are coming for your favorite place next, they have to keep the revenue stream going.

Yesterday, leftover swell from the recent string of NE wind remained on the east facing beaches providing some really fun summer time surf!  The standard surfing crew had it in the morning when the swell was up and the tide was pushing near low with very light offshore W wind.  By late afternoon, the wind switched SSE and increased to perfect "Light Air Wavesailing" strength hovering around 10 to 15 mph!  I signed off work a little early and headed out to Enterprise St in Nags Head.  Solid waist+ set waves were breaking nicely on the outer bar and though the tide was a little high and the surf was mushy, on the SeaLion it really did not matter.  The beauty of light air waveriding, even if mushy, if it has a little size, it can still work quite nicely!

I sailed for about an hour or two catching wave after wave as the beach goers looked on and a few surfers were in the lineup just south of my break.  However, looking up and down the shoreline from Jennette's to Nags Head Fishing Piers, there were NO OTHER light air wavesailors out!?!  Perfectly FUN, EASY, summertime relaxing action, and not a soul out there with a light air board and sail in hand.  I know this is a relatively new windsurfing discipline and I try to promote as much as possible the pure fun of this experience, but we really need more folks joining this bandwagon.  There was a "heyday" of soundside windsurfing in Nags Head when Windmill Point was the spot many years ago and the sound water was filled with windsurfers just off the marshy beach at the old Kitty Hawk Sports shack.  However, now that lot is empty, few windsurfers can be found in Nags Head, and summer time sound side water quality is less than desirable to step into.

However, ocean-side, the water is clear, clean, refreshing, and the fun summertime surf is quite rewarding to simply frolic in!  Regular summer SSE seabreezes provide excellent direction for the island orientation off Nags Head as compared to other points south which are more onshore, and the multi-million dollar beach nourishment project last year has provided wider beaches for cleaner wind and nice offshore sandbars for the surf break.  

Wow, for those here who are not yet Light Air Wavesailing, boy you are missing out!

EyeonDare is asking a favor of everyone in Dare County who would like to see an excellent candidate sitting in one of the two seats for District 1 (Roanoke Island/mainland) on the board of the Dare County Commissioners.  Sandy Semans Ross is retiring from her job as Editor of the Outer Banks Sentinel around July 1st.  She is currently registered with the Dare County Board of Elections as an Unaffiliated Voter/Candidate, seeking to have her named placed on the November ballot.

Sandy can accomplish this with your help.  She needs approximately 1,100 signatures from registered voters in Dare County and her name will appear on the ballot. Your signature does not require you to vote for Sandy, it merely acknowledges her right to run as an Unaffiliated candidate.

Dare County needs more people like Sandy Semans Ross helping run our local government.  Sandy is recognized, statewide, as a strong proponent for "open government" and has been recognized for her editorial efforts in that regard.

Is Duck, NC the Golden Child of the Outer Banks?

Letter to EyeonDare:

"I can't seem to find out why the Town of Duck seems to be the "Golden Child", (says one EyeonDare reader) " I'm a property owner in Duck, and no one ever seems to question anything in regards to their (the town) budgets, or personnel. I was hoping someone would at least question their current and proposed salaries for employees....just look at the salaries...why are they so far out of line with the other municipalities? They have an Events Coordinator making more than 3 of the town managers here on the beach.  The town planner makes $118,000 with benefits. Not bad for a town with approximately 600 full time residents!"

Well, EOD browsed over the town's proposed 100 page,  2012-2013 budget, and has to agree with the above writer.  Flipping on down to page #60 we notice that, "yes", the town's public relations/events coordinator is, indeed, listed with a base salary of $73,537 for the next fiscal year. Added to that, the town is also appropriating a 1.5% Cost of living adjustment, a 1.5% Merit adjustment,  and a 5% 401K bonus. Added to the above is the emloyee's health insurance (paid by town) of $5,578 and $5,314 (town contribution to employee retirement) and the total budgeted cost for that one position comes to $98,204.

New EMS Director Appointed

Charlie (Charles) Watson will be the Interim Director of Emergency Medical Services, effective July 1, 2012, says Dare County Public Information Officer, Dorothy Killingsworth. Watson, who is currently one of two deputy directors, has been employed with Dare County since 1982.  He will be replacing William "Skeeter" Sawyer, who is retiring after 36 years of service to the county.

NC Transparency.com is an organization that promotes transparency in North Carolina government.  It has a web site, produced by the John Locke Foundation, that connects citizens to important governmental information available online. You can search for a specific government entity or browse through listings organized by county, school system, municipality, or individual state agency.

EyeonDare took a train ride through the website and stopped in Dare County, where we were not surprised to see that the "Land of Beginnings" received a "B" report card for laying all its cards on the table for the taxpayers to see. Also, EOD wasn't surprised to see that the Dare board of education and all municipalities, except Nags Head, received "D" grades. Nags Head, like Dare, was awarded a "B".

EOD encourages its readers to browse through this website and judge for yourself how well our county is doing in providing total transparency to its taxpayers.

The single most important thing that impressed EyeonDare about info available on this site was seeing that those counties that received an "A" report card had an "open checkbook" policy. In other words, its residents could go online and read the county checkbook just like they could their own personal checkbook.  "Dare County, are you listening?"  Every single check that is written for governmental operations is available to the taxpayer in Grade "A" counties, as well as all county contracts (click here).

The thing that rubs EOD so much about Dare's lack of forthrightness in this respect is that our county commissioners and county finance officer love to brag about how Dare County ranks so high in public school funding, tax collections, and being a "donor county", etc.  At the same time they try to keep it quiet that they pay some of the highest salaries of any county in North Carolina, including metropolitan counties like Mecklenburg, Wake, Durham.

So, isn't it time that Dare County opened its checkbook to all its citizens? What have we got to hide? If other counties can do it, why can't Dare?

Lost power for a bit

Had a brief power outage, but back now, sorta. Gusts as high as 66 at Manteo, higher at Cape Hatteras. Wind is clocking around on Hatteras Island now, expecting the tide to rush back in there most anytime. We are in a relatively "dry" spot right now. Lots of tree limbs down all over the yard and neighborhood. Expecting the eye near here around 5pm, then the shift in winds.

The eye is located 12 miles nw of Roanoke Island out in the Albemarle Sound. The winds are coming around almost straight S right now. A bit ago we took a ride around Manteo, and I've never, ever seen the water in the sounds around the island so LOW! It's all blown up on Elizabeth City and westside of the sound. When the wind comes round it will be back here with a vengeance. I posted a few pics over on the board.

Even more trees came down after dark in my yard. No house damage though. The radio is a nonstop blur of reports of damage. Water got to neck deep in front of Manteo Booksellers last night. In Nags Head all the jetskis at those two watersports business were left just up on land, and are now all over the bypass. The causeway to Nags Head of course was completely underwater. There is a truck stuck there which tried to turn around last night, and the water completely covered it at one point. I saw the fire dept going out about 7pm in their deuce and a half, probably to rescue the driver, among others.
There was flooding in places that people did not expect, so there will be major cleanup and lots of damage.
Off to assess what I can of my various business assets today and of course take lots of pics. Will report when I return.

Broad summary of Hurricane Irene damage on the Outer Banks, NC

The biggest damage by far came from soundside flooding. The height of the water reached record levels, even surpassing the previous marks set in Hurricane Donna in 1960. Many businesses in downtown Manteo were flooded. Many homes near the sound on Roanoke Island, and westside homes in all the towns along the Outer Banks took record flooding. Highway 12 was undermined in Duck and took several days to temporarily patch to allow traffic north of Sunset Grille. On the other end of 12, several new breaches in the road occurred on Hatteras Island, as well as Ocracoke. There is a new inlet cut in Pea Island, completely down thru the base layer, with ocean/sound water running in and out with every tide. This will not be an easy fix. Timelines look to be in weeks, if not months. There is a ferry service being established, but as of now, it will be for essential personnel and goods to get to Hatteras Island. Over 2500 residents are cutoff from supplies at the moment, on an island of their own. There is a strict curfew in place there, even to the extent of the Coast Guard patrolling the waters nearby to keep boats from landing unauthorized.
Things could have been worse, but for those hit, it seems like a mighty bad time right now.

Here's a link to a story in the News and Observer about Hwy 12. Looks like it could be a while to get that one open again. I listened to some folks on Beach 104 radio yesterday from Avon. They were just so glad to see the big gennies arive at the Avon fire station, so maybe their village can finally have some limited power. The main power lines to Hatteras Island ran with the highway and were severed when the inlet was cut. There is a ferry now taking supply trucks to Hatteras Island, so they can get the groceries and Ace hardward restocked.

Is it just a matter of time before the big blow washes away every grain of
sand that was placed on the beach last summer at a cost of $36,000,000?
Only time will tell.
Meanwhile, Nags Head's 16 cent tax increase, in order to pay for
this sand, has cost every muncipality in Dare County lost revenues
and resulted in the necessity for them to increase their ad valorem taxes in order
to keep their budgets in tack. So, who's the winners?

Highest Tax Increase In Dare County History

Dear Southern Shores Resident,

Did you know that, effective July 1st, your town taxes will have increased by a total of 68% in the last 24 months?  Yep.  Two years ago, your ad valorem tax rate was 9.5 cents per $100, and now your town board has just voted to increase it to 16 cents per $100, up another 2 cents from last year.  This  two-year rate increase will be the HIGHEST IN DARE COUNTY HISTORY.

Now, what have you gotten for your tax increase in the past two years?  Well, if you live on the same street as your mayor, Hal Denney, you have gotten new asphalt to drive on.  And, if you live on some portions of the Southern Shores canal system, you have about two feet of deeper water behind your house.  And, if you are a member of the Southern Shores Boat Club, you now have a wider/deeper(?) channel to get you out into the sound. That's about all EOD can come up with.

Rest assured that Dare County will also be increasing your annual tax bill next year when the new property valuations are released (unless you live on the oceanfront, of course), and, once again you will be faced with some of the highest property taxes in Dare County history.

You Can Make A Difference

You can make a difference in political history for Dare County. We all need an "Unaffiliated" commissioner on the board of the Dare County Commissioners, one who owes no allegiance to any particular political party, one that will work for "all citizens" in Dare County.  That person is Sandy Semans Ross.

Sandy is retiring from her post as the Managing Editor of the Outer Banks Sentinel next week. She is willing to allow her name to be placed on the November ballot for the District 1 seat (Manteo/Mainland) currently held by Richard Johnson (R). It is time for a change. Commissioner Johnson, who has held this seat for nearly 16 years, while serving well for so many years, needs to retire.

Sandy has built her entire career, based upon a complete understanding and support of community and governmental issues, and an honest zeal for openness and transparency in all government matters. She would make a great commissioner.

Compelling Questions for Dare County

Sandy Semans Ross has written a most compelling post on her blog concerning financial issues that Dare County will be facing in the immediate future. Semans Ross doesn't mince words. She isn't afraid to ask the tough questions and to offer sound advice that, to some, might not be politically palatable.

A registered Independent voter, who is seeking to get her name on the November ballot for county commissioners, Semans Ross is also retiring this week from her job as Managing Editor of the Outer Banks Sentinel. Her experience with community and governmental matters is extensive and she is offering herself for service to Dare County residents once she retires. It's a good offer and locals would do well to sign her petition and give her a chance to speak more on our behalf.

EyeonDare urges you to take the time to read and consider the questions poised by Ms. Ross. One thing is sure, Ross knows Dare County faces some tough decisions in the coming year. With a new property revaluation, the commissioners will probably be forced with huge cutbacks in county spending or some unpopular tax increases. Semans Ross says there is room for compromise. EyeonDare agrees.

Most likely, if you are reading this blog entry and you live in Dare County, your own municipality has already voted to raise your town taxes this year. And, that increase will occur for two reasons. (1) As Ross has said many times in the Outer Banks Sentinel, our county's formula for distributing sales and occupancy taxes is foiled so badly that it sets each town up like a row of dominoes where each town has to raise taxes, if only because another town chose to do it. We all lose, and that formula needs to be changed. (2) every town in the county knows there is a county tax increase coming next year, and almost every town board has chosen to get ahead and set their own tax increase this year.

But, who is asking the tough questions and willing to live with the tough answers? EyeonDare believes that Semans Ross can and will do that, if given the chance. And that's the reason EOD urges you to download a copy of the petition here and mail it to her address before Wednesday of this week. November is just around the corner.
